يهدف البحث إلى قياس الكفاءة النسبية لمراكز الرعاية الأولية العاملة في الشمال السوري، تم جمع بيانات عن المدخلات (عدد الأطباء، عدد العاملين الطبيين، عدد العاملين الإداريين، عدد السكان الذين يخدمهم المركز الطبي) والمخرجات (عدد المستفيدين من خدمات المركز الطبي) في مراكز الرعاية الأولية في الشمال السوري باستخدام أسلوب التحليل التطويقي للبيانات Data Envelopment Analysis. وتم استخدام نموذج عوائد الحجم الثابتة Constant Return Scale ونموذج عوائد الحجم المتغيرة Variable Return Scale لإيجاد مؤشرات الكفاءة ذات التوجه الإدخالي Input Oriented Models. وبينت النتائج حسب نموذج عوائد الحجم الثابتة أن (3) مراكز طبية حققت مؤشر كفاءة نسبية تامة (100%) من مجموع (45) مركز طبي، في حين حققت (12) مركز طبي مؤشر كفاءة نسبي تام (100%) حسب نموذج عوائد الحجم المتغيرة، وتم تحديد المراكز المرجعية لكل مركز رعاية لم يحقق مؤشر كفاءة نسبي تام، وأيضاً تم تحديد مصادر عدم الكفاءة في المراكز غير الكفؤة من خلال تحليل مركبات الكفاءة، وتم تحديد القيم المقترحة لمدخلات ومخرجات كل مركز غير كفء كي يحقق الكفاءة النسبية التامة.
